I’m not sure exactly how the mana pool emptying will play out as you can only cast it at sorcery speed, I’m sure somebody knows why that’s good too.
That effect is "good" in the sense that it keeps Worldpurge from being easily breakable. If you could float mana through a Purge, you'd play it much like the Kamigawa-block Sway the Stars deck, where you (say), drop a mana doubling effect, tap out for a ridiculous amount of mana, Worldpurge, then keep one or two bombs in hand and drop them on the board immediately, leaving no response. The mana pool clearing effect makes this card significantly harder to abuse.
That said, a super-clunky Worldpurge combo involves getting multiple low-power creatures (ideally, mulldrifters) into your graveyard, then one or more Larks into play, then Worldpurging. Lark's effect triggers on leaving play, you bounce your critters into play, then ideally kill the opponent(s) before they can respond.
It becomes easier in Standard, as you can do something like suspend multiple creatures, then Worldpurge. Still, that's a lot of workup for a seven-mana spell that still doesn't win you the game (especially in multiplayer!).
Incidentally, I didn't find the faery-tale nature of Lorwyn at all mind numbing. Shadowmoor being "more darkness" is kind of meh for me. Time Spiral? Gritty post-apocalyptic. Ravnica? Gritty dark urban. Mirrodin? Gritty unpleasant metal world. Everything doesn't need to be roaring at me about how dark it is, really.
Besides, when's the last time a card with Rebecca Guay art on it was the format breaker in multiple formats?
