Sensei's Divining Top is banned

Legacy
Time Vault is banned*

Vintage
Time Vault is restricted*
Chrome Mox is no longer restricted
Dream Halls is no longer restricted
Mox Diamond is no longer restricted
Personal Tutor is no longer restricted
Time Spiral is no longer restricted

*Time Vault's power-level errata will be removed in conjunction with the next Oracle update on September 26. The Update Bulletin on September 24 will contain Time Vault's new Oracle text and an explanation of the change.

Standard, Lorwyn-Shadowmoor Block Constructed
No changes

There are also some other Online only bannings. I think the biggest deal should be about Sensei's Divining Top. Wow I can't believe they were so afraid of counter top being in the format for years to come. I know I will miss Indexing my deck every turn and countering spells nearly for free.

Jimmy we were just talking the other day about how to get around Countertop in Extended. We were discussing that it was the only thing that could give us a headache...does this mean that the deck is now not only viable...but really really good? headbang

Vintage
What the hell are they doing with this format? I thought they were trying to slow the format down? Why give more Moxes? I would also be concerned with Dream Halls and Time Spiral.

Dream halls isn't broken considering how few colored cards people actually run in their decks. Time Spiral could be interesting though might have a new combo deck popping up using them and Mind's Desire and Tolarian academy. The restricting of Time vault is because of the Flame Fusillade combo, too bad they didn't want to allow that combo in legacy.

It's Counterbalance and Sensei's Divining Top. It lets you counter spells nearly for free by moving around the top three cards of your deck for 1 mana.
