If I had a Quillspike in play, two forests and a swamp in play. Then I play Soul Snuffers, can I use the ability to remove one -1/-1 counter from Quillspike vefore it dies?

The reason for this is something called "state based effects." I wrote an article about them for StarCity several years ago. SBE's are the engine which keeps Magic going, it's what checks to see if the game is over, if a creature is dead, and more. You can read all the rules surrounding them in the Comprehensive Rules, section 420.

The part which is pertinent to your question is that SBEs are checked anytime a player is about to have the opportunity to do something. So after you play Soul Snuffers, the creature comes into play and it's -1/-1 token effect occurs. So the -1/-1's are placed on all the creatures. Now the game checks to see if any of them have died before you get a chance to remove the token.

Does that make sense?
