can i suspend any time i would like ot does it depends if its a sorcery, instant or creature. thx

suspend is a special action taken as an extension of casting the spell.  Bascially, instead of paying the spell's casting cost and putting it on the stack, you pay the suspend cost and remove it from the game with a predetermined number of time counters on it.

Treat suspend as an alternate casting cost and you'll be fine.

All this means is that you can suspend a spell anytime you could normally cast it.  You can suspend search for tomorrow during your main phase, same with Aeon Chronicler, but if you have Teferi, Mage of Zhalfir in play, then you could normally cast the aeon chronicler anytime you have priority which enables the caster to suspend the aeon chronicler anytime they have priority.  If there were an instant with suspend, then you could suspend as an instant, but for creatures and artifacts and enchantments and sorceries, during your main phase on an empty stack.

Can you counter a card a player suspends, or do you have to wait untill it resolves?

You sadly cannot counter the suspend ability itself.  You can certainly stifle any of the triggers, but as suspend is classified as a special action it falls under none of the rules for countering spells or activated or triggered abilities.

However, you can stifle the triggered ability to remove the counters or to put the spell on the stack after the last counter is removed.  Also you can counter the spell after it is placed on the stack as a result of the final time counter is removed.

I hope this clears up suspend a little more.
